In this series of 3 photos, note how the waves not only are splashing high after slapping the seawall, but how they sort of roll down the seawall. The streets decrease in number as you go from background to foreground.

Note the potato head holding onto the sign. These waves are hard to predict as to which ones are going to be 1 foot splash versus 30 foot soakings. It is not hard to imagine someone being swept away (this person was fine, just wet afterwards).
